The Alabama storm shelter tax credit, step by step
Say where the house is and what kind of shelter you are weighing; a local installer will take it from there.

Alabama is one of the few states that hands homeowners money back for putting in a storm shelter. Under Section 40-18-111 of the Code of Alabama, a qualifying shelter at your primary residence earns a state income tax credit equal to half of what you spent, up to $3,000. The Alabama Emergency Management Agency (AEMA) decides whether your shelter qualifies, and the Alabama Department of Revenue (ADOR) processes the credit.
The money is real, but the rules are strict about timing and paperwork. Miss the deadline and you get nothing, so read this before the installer finishes.
The numbers
- Amount: the lesser of $3,000 or 50 percent of the cost to build, buy or install the shelter.
- Statewide cap: $2 million a year across all taxpayers.
- How long it runs: ADOR says the credit is available through the 2028 tax year.
- Limits: not refundable, not transferable, and no carry-forward to later years. It can lower your Alabama tax to zero but not below.
- Excluded costs: anything paid or expected to be paid by a grant, insurance, or another program.

What makes a shelter qualify
AEMA's current guidance says shelters installed on or after January 1, 2026 must meet the newer federal standards: FEMA P-320 (2021), FEMA P-361 (2021) and ICC 500-2020. The shelter must be at your primary residence in Alabama. A rental house or a lake place doesn't count.
That standards list is a good reason to talk about the credit with your installer at the very first visit. If a unit's engineering is older than those editions, it may not pass.
The paperwork AEMA asks for
| Document | Examples AEMA accepts |
|---|---|
| Shelter specification sheet | Must carry an engineer's seal dated 2021 or later |
| Proof the house is your primary residence | County property tax record, deed, or electric bill |
| Proof of what you paid | The installer's invoice showing a zero balance |
Ask the installer for the sealed spec sheet and a paid-in-full invoice as part of the job. AEMA also invites homeowners to email a unit's engineered drawings to sheltertaxcredit@ema.alabama.gov before buying, so you can confirm it complies first.

The deadline that catches people
You must apply in the same calendar year the shelter is built or installed, between January 1 and December 31. A shelter finished in late December still has to be submitted that December. If yours goes in this fall, don't let the application slide into the new year.
From application to tax return
- Apply through AEMA's online submission portal with all three documents; incomplete applications aren't processed.
- If approved, AEMA issues a tax credit certificate. Keep it and give it to whoever prepares your return.
- Before filing, submit a credit claim request through ADOR's My Alabama Taxes site.
- Report the credit on Schedule OC with your Alabama return, in the tax year the certificate is issued.
Questions about eligibility or documents go to AEMA at 205-280-2200. ADOR's own page on the credit is here.

Putting it together
If a garage-floor unit costs $5,000 installed, half is $2,500, so that is the credit, assuming you owe at least that much Alabama tax for the year. On a $10,000 safe room the credit tops out at $3,000. Run your own quote through the tax credit calculator, which also checks it against your state tax and gives the application deadline. The cost page has more worked examples and FEMA's own price estimates.
Good questions
Can I claim the credit for a shelter I installed last year?
Not if you missed that year's window. AEMA requires the application in the same calendar year the shelter was built or installed, and a missed year disqualifies it.
Do I get a refund if I owe little or no state tax?
No. ADOR says the credit is not refundable and cannot be carried forward, so it only offsets Alabama income tax you owe in the year you claim it.
Does a shelter at a rental property qualify?
No. The credit applies to a qualifying shelter at the taxpayer's primary residence in Alabama.
Get a shelter installer to call you back
Leave a number, the town, and whether you're leaning toward a garage-floor unit, a steel room or something in the yard. An independent installer who serves Madison County gets it, measures, and quotes you directly. Want it in before spring? Mention that, because installers' calendars fill up once the weather turns.
